Description
The City/County Association of Governments of San Mateo County seeks a consultant to provide on-call coordination and support for federally, state, and regionally funded transportation projects and programs. Services include project selection and programming support; delivery tracking; monitoring of authorization, obligation, invoicing, expenditure, and closeout milestones; risk identification and corrective-action recommendations; grant and application support; TIP/STIP/RTP planning assistance; meeting coordination; and liaison support with project sponsors, regional agencies, state agencies, and federal agencies. The consultant will maintain project tracking databases and action logs, prepare reports, agendas, minutes, programming materials, grant materials, and transition documentation, and support approximately 15–25 active projects and 15 local agency sponsors. Work is anticipated to be primarily remote, with approximately one to two in-person meetings per year in San Mateo County and additional in-person attendance possible during call-for-projects cycles. The contract is anticipated to begin in December 2026, run for four years, use annual task orders, and have a total not-to-exceed amount of $600,000. The selected consultant must demonstrate relevant Caltrans Local Assistance and transportation programming experience, including at least five years of federal-aid and/or state-funded transportation project delivery experience for the proposed project manager or a key staff member.
