Description
Partner4Work seeks providers to deliver WIOA Youth Program services to eligible in-school youth ages 14–21 and out-of-school youth ages 16–24. Providers must offer three mandatory elements, directly or through referral partnerships: documented paid or unpaid work experience linked to each participant’s Individualized Service Strategy (ISS) and accompanied by an employer evaluation; occupational skills training through an Individual Training Account or a pre-approved credential program leading to an industry-recognized credential in a High-Priority Occupation; and connections to approved alternative education for youth who need it. Providers must allocate at least 25% of WIOA Youth funds to work experience. The program also requires assessment-based career planning, case management and records maintained in Pennsylvania’s Commonwealth Workforce Development System, access to all 14 WIOA youth service elements, and active two-way engagement with PA CareerLink and Title I Adult programming. Proposals must describe staffing, eligibility and enrollment, service delivery, training-to-employment pathways, performance measurement, partnerships, and follow-up services for at least 12 months after program exit. Applicants must submit an executive summary, organization description, program narrative, budget and budget narrative, at least three partner commitment letters, an organizational chart, and MOUs for proposed partners. The anticipated base-year funding is up to $2.3 million; awards are cost-reimbursement contracts, with up to three additional annual renewal periods possible at Partner4Work’s discretion.
