Description
Partner4Work seeks one or more providers to deliver WIOA Adult and Dislocated Worker services and/or business services through the PA CareerLink system. Bidders may propose for one or more of three options: full Title I-B services (up to $2.5 million), Dislocated Worker services only (up to $300,000), or business services only (up to $500,000). Participant-serving scopes include career services, training assessment and coordination, supportive services, and follow-up; providers do not directly provide occupational training or administer its funding. Business services include employer engagement, developing job opportunities, and connecting employers with qualified candidates. The selected providers must coordinate with Partner4Work and other workforce-system partners. The contract has a one-year base period beginning July 1, 2027, with up to three additional 12-month option periods at Partner4Work’s discretion. Proposals must include an executive summary, organization description, an option-specific program narrative and budget, at least three partner commitment letters, a program organizational chart, and a budget template. The program narrative is limited to eight pages per option; the executive summary is limited to two pages, the organization description to three pages, and the budget narrative to two pages. The proposal is submitted through the Submittable portal by December 4, 2026, at 11:59 p.m. Eastern Time.
