Description
Allegheny County is seeking a contractor to complete a comprehensive reassessment of all real property in the county. The scope includes desktop and physical field data collection, parcel data entry and editing, quality control, mass appraisal and valuation using accepted IAAO standards, statistical studies, property imagery, integration with the County's iasWorld CAMA system, and support for long-term assessment maintenance. The contractor must assess residential, agricultural, commercial, industrial, utility, exempt, and other property types, including Clean and Green use values and applicable abatements. The contractor must provide project management, staffing, training, public information and outreach, informal reviews, final value notices, and potential formal appeals support. The project must commence substantially by July 1, 2027, be completed no later than June 30, 2032, and support certified values for 2033 tax billing. The contract term is January 1, 2027, through December 31, 2032, with one one-year renewal option. Proposals must include a detailed methodology, project schedule, pricing, relevant experience, references, management resumes, training materials, data collection and quality-control examples, and required MWDBE and veteran-owned small-business documentation.
