Description
Partner4Work seeks providers for a three-phase Temporary Assistance for Needy Families (TANF) Youth Development Program serving eligible youth and young adults ages 12–24. Applicants may propose one, two, or all three phases: career exploration for grades 6–8; job readiness and academic support for grades 9–10; and postsecondary and career readiness for grades 11–12 and beyond. Services may include tutoring, mentoring, career counseling and exploration, employer engagement, workplace learning, and preparation for postsecondary education, training, credentials, or employment. Phase 3 career-focused programming includes employer work experience, with paid placements the expected standard. Providers must demonstrate a proven model for each proposed phase, address participant eligibility and case management, and describe partnerships, staffing, performance goals, and transitions to the next phase, WIOA Youth services, or PA CareerLink as appropriate. The required budget template and a budget narrative are part of the application. Agreements are cost-reimbursement, with up to $2.2 million available for the initial July 2027–June 2028 period and up to three possible annual renewals. Approximately 6–12 awards are anticipated.
