Description
The City of Montpelier seeks a qualified planning, landscape architecture, engineering, or urban design consultant to develop a comprehensive River's Edge Action Plan focused on revitalizing and enhancing the city's riverfront. The plan must address flood resilience, public access, recreation, aesthetics, land use, zoning, environmental conditions, infrastructure, ownership, public and private investment, and the needs of diverse community members. The consultant will analyze existing conditions and prior plans, support development and implementation of a public engagement plan, participate in Community Steering Committee meetings, prepare engagement materials, compile public input, and articulate a community vision and values statement. The draft and final plans must include an overall vision framework and physical master plan; identification and conceptual designs for two to three public or privately held target areas; property buy-out policies; urban design and riverfront guidelines; policy and regulatory recommendations; implementation and funding strategies; phasing recommendations; and conceptual cost estimates for two to three projects. Proposals must include a cover letter, detailed task-based scope and methodology, deliverables, schedule, budget with overhead and hourly rates, qualifications and staffing information, confirmation of ability to meet sample contract and grant requirements, and at least three professional references for similar projects completed within the last ten years. The proposal is limited to 20 double-sided pages, or 40 total pages. The maximum amount available for consultant services and associated expenses is $75,040.
