Description
The City of Aurora is seeking a complete, production-ready AI-powered Engineering Specification Assistant for Aurora Water. The solution must provide a browser-based chatbot embedded in the City's website that answers internal and external users' questions from Aurora Water's technical specification manuals, with accurate citations to relevant sections and page numbers, links to detail pages, follow-up questions, feedback collection, and routing to the appropriate engineering inbox when an answer is unavailable. The City will consider either a custom solution built within its Microsoft tenant, preferably using Microsoft Azure AI Foundry, or an off-the-shelf software product. The scope includes document ingestion and version management, an administrative dashboard with access controls, usage analytics, testing and validation, project management, training for administrators, a public-facing training video, and ongoing support or a custom-solution handoff plan. The solution must support future manuals and reference materials, approximately five administrators, approximately 250 internal users, and approximately 1,000 external users, with no login required for chat users. Proposals must address cloud hosting, security, privacy, accessibility, data ownership, AI governance, system architecture, implementation milestones, and a five-year total cost of ownership. The anticipated initial price range is $25,000 to $50,000, including development, implementation, and first-year hosting, while evaluation will consider five-year total cost of ownership.
