Description
The United States Transportation Command (USTRANSCOM) is seeking innovative commercial solutions for its Commercial Partner Analysis and Stability Snapshots (COMPASS) initiative, under the USTRANSCOM Commercial Solution Opening (CSO) HTC71126SCSO1. The objective is to obtain a comprehensive financial reporting capability that conducts deep-dive assessments of commercial transportation partners, enabling critical procurement and logistics decisions for the Department of War (DoW). The solution must be capable of automated data ingestion from diverse financial and operational sources, including Commercial-Off-the-Shelf (COTS) systems. It should provide continuous, user-friendly reporting and intelligence on commercial partners, initially focusing on air and sea domains with scalability to surface and rail. Key functionalities include deep financial health analytics (liquidity, profitability, solvency risk), real-time and forecasted analysis of partner operational capacity, assessment of exposure to volatile fuel markets and hedging strategies, and generation of executive-level summaries with predictive risk warnings. The solution should also evaluate factors such as cybersecurity posture, labor union contracts, geopolitical exposures, and regulatory compliance, incorporating strategic intelligence and market assessments. Submissions for Phase 1 require a Scout Card and a White Paper via the Vulcan platform. Selected offerors will advance to Phase 2 for virtual demonstrations and sample snapshots, followed by a potential Phase 3 Request for Proposal (RFP). The submission deadline for Phase 1 is June 30, 2026.
