The United States Air Force requires a firm-fixed-price design-build contract to renovate the approximately 1,600-square-foot Silver Wings restaurant and approximately 600-square-foot adjacent second-floor hallway in Building 308. The contractor must provide complete design and construction services, including surveys, architectural, structural, electrical, plumbing, HVAC, fire protection, flooring, walls, ceilings, lighting, millwork, finishes, demolition, disposal, commissioning, and closeout documentation. The updated scope clarifies that the contractor must install new bronze safety window film with at least 99% UV protection, at least 10% visual light transmittance, and at least 75% total solar energy rejection, in accordance with the specified glazing and safety-film standards. The project also includes reconfiguring the kitchen and service area, installing or commissioning food-service equipment and furniture, providing hard-wired data infrastructure for point-of-sale stations and monitors, replacing flooring and finishes, installing lighting and furnishings, and increasing seating capacity. Design submissions are required at 15%, 65%, 95%, and 100% stages, with construction estimates, schedules, drawings, specifications, calculations, samples, and other technical submittals. The contractor must provide qualified architectural/engineering, fire-protection, and food-service design personnel and comply with base-access, environmental, safety, Buy America, and closeout requirements. The updated government estimate magnitude is $750,000 to $1,250,000.
