Description
The City of Burleson is requesting proposals for individual specific stop loss (ISL) and aggregate stop loss insurance effective January 1, 2027, for its self-funded medical and pharmacy benefit plans. The plans cover eligible full-time employees, pre-65 retirees, and dependents and are administered through UnitedHealthcare and OptumRx. Proposals must include stop loss pricing, contract terms and conditions, deductible options of $125,000, $150,000, $175,000, and $200,000, maximum liability, plan mirroring, a no-new-lasers-at-renewal option, and a 2027 rate cap. The solicitation includes an illustrative proposal due October 5, 2026, and a firm proposal due November 17, 2026; illustrative proposals are not required for final award. Pricing and guarantees and the contract basis, deductible level, and maximum coverage limit each carry 50% of the evaluation weight.
