PUBLIC NOTICE The Flood Control District of Maricopa County, Arizona (District) extends an invitation to interested and qualified firms or individuals to submit formal sealed qualifications electronically through an outside agent, www.bidnetdirect.com, to provide services for the On-Call Dam Safety Geotechnical Engineering for contract FCD 2026C005. The estimated contract value is $1,000,000.00. The contract period is expected to be 730 calendar days from the Notice to Proceed, with possible extensions to Final Completion. PROJECT DESCRIPTION: The work shall primarily be for land subsidence and earth fissure monitoring, geotechnical field investigations, material sampling and testing, engineering analysis, instrumentation installation, planning and design of specific corrective actions as needed to address potential dam safety issues at District dams or as needed for overall dam rehabilitation/replacement projects. This will be a Request for Qualifications (RFQ) advertisement in BidNet. SOQ's shall be in the prescribed format and submitted electronically through www.bidnetdirect.com no later than 2:00 p.m. on September 29, 2026 All potential offerors are advised to refer to Article MC1-40 of the Maricopa County Procurement Code. MC1-409 PREPARATION OF SPECIFICATIONS BY PERSONS OTHER THAN MARICOPA COUNTY PERSONNEL. When submitting a response (proposal, quote, or bid) electronically through the e-procurement platform, the vendor is solely responsible for ensuring that the response, including all necessary attachments, is received prior to the indicated closing date and time, Mountain Standard Time. Be aware that submitting a password in the e-procurement platform acts as an electronic signature, which is just as legal and binding as an original signature (see Electronic Signatures in Global and National Commerce Act for more information). The Flood Control District of Maricopa County is soliciting statements of qualifications for on-call dam safety geotechnical engineering services under Contract FCD 2026C005. The scope includes land subsidence and earth fissure monitoring; geotechnical field investigations; material sampling and testing; engineering analysis; instrumentation installation; dam, levee, dike, and spillway inspections; and planning and design of corrective actions for dam safety issues, rehabilitation, and replacement projects. Work will be issued through negotiated work assignments, and no pricing may be included with the Statement of Qualifications. The estimated contract value is $1,000,000, with a 730-calendar-day term from contract execution or until the contract amount is expended, whichever occurs first, subject to renewal or extension at the District’s discretion. Respondents must be properly registered with the Arizona Board of Technical Registration, and the prime consultant must perform at least 50% of the contract value unless otherwise approved. The SOQ must address firm and staff qualifications, comparable projects, project understanding and approach, stakeholder coordination, and acceptance of the draft contract. The main proposal is limited to 12 pages, using 8.5-by-11-inch pages, Arial font, and 12-point type; resumes, organization charts, cover materials, and specified attachments are excluded from the page limit.
