Description
Pinal County is seeking residential contractors for a job order contract to rehabilitate, repair, and reconstruct owner-occupied housing units through its Owner-Occupied Housing Rehabilitation program. Work includes property inspections, design services and permitting, repairs and reconstruction, roof replacement, weatherization, energy-efficiency improvements, ADA accommodations, emergency repairs, site improvements, construction management, homeowner communications, quality control, documentation, and final project reporting. Contractors must maintain applicable Arizona residential contractor licenses, comply with local building codes, HUD standards, environmental requirements, and program guidelines, and coordinate qualified subcontractors and suppliers. The County anticipates multiple awards but may award to one contractor and will issue work on an as-needed basis without guaranteeing spending. The resulting contract has a one-year initial term with up to two additional one-year extensions, and individual job orders may not exceed $2,000,000. Required proposal materials include county-provided forms, federal certifications, a W-9, a questionnaire, contractor-license and SAM.gov registration documentation, a subcontractor selection plan, and optional supplemental information. Proposals must be submitted through the Bonfire portal as PDF files where specified, with the questionnaire submitted in the provided Excel response template.
