Description
The National Telecommunications and Information Administration’s Institute for Telecommunication Sciences requires two heavy-lift unmanned aircraft systems to carry a government-furnished Rohde & Schwarz Aerial Monitoring System payload weighing approximately 5 kg. Each aircraft must provide at least 8 kg of sustained-hover payload capacity, compatible structural mounting, unobstructed antenna operation, electric propulsion, at least 25 minutes of hover endurance with the payload, stable flight in winds up to 20 knots with 25-knot gusts, autonomous and interactive flight modes, accurate GNSS positioning, waypoint and grid-pattern planning, telemetry logging, and controlled 360-degree azimuth rotation. The systems must support RF self-interference control and documentation, applicable FCC and FAA compliance, redundant flight controls, configurable fail-safe behavior, geofencing, federal sourcing restrictions, an independent live FPV camera, operation from 32 to 100 degrees Fahrenheit, and at least IP43 ingress protection. Each UAS must include at least eight flight batteries and one rapid charger, and the contractor must provide operator training, technical and maintenance documentation, replacement-part lead times, and mounting-bracket compatibility confirmation. An RTK GNSS upgrade, ground equipment, and unit pricing must be offered as a separately priced option. The contractor must be an authorized reseller, distributor, or partner of record, and all products must be new and obtained through authorized distribution channels.
