Description
Boulder County Parks and Open Space seeks a qualified consultant to support an 18-month district-level planning pilot. The work includes developing an overarching countywide planning framework, a reusable district-level planning framework, and a Peak to Peak District management plan. Required activities include project management, boundary analysis for six proposed districts, integration of existing plans and policies, baseline assessments, technical synthesis of ecological, cultural, agricultural, recreational, and operational considerations, KPI development and an implementation guide, and preparation of accessible plans, maps, graphics, and related materials. The consultant must design and implement equitable, accessible, and culturally responsive engagement, including countywide and place-based engagement, Spanish-language capacity, facilitation of public meetings and POSAC Community Working Group meetings, community-feedback analysis, and support for POSAC and Board of County Commissioners review and adoption. Proposals must include the consultant's approach, team and qualifications, similar past work, an 18-month timeline, a detailed budget using the provided pricing tab, and three references for similar projects. The submission also requires a W-9, Vendor Information Form, and Certificate of Insurance; a Certificate of Good Standing is optional at submission and required if awarded.
