Description
Oakland County Water Resources Commissioner is requesting proposals from professional engineering firms to develop a comprehensive Capital Improvement Plan for the George W. Kuhn Drain Drainage District collection system. The work covers review and analysis of PACP-coded CCTV inspection data, historical records, photographs, prior rehabilitation recommendations, soils and groundwater conditions, and probability-of-failure and consequence-of-failure factors for more than 125 miles of combined sewers serving 14 communities. The scope includes project initiation and data review; development of a draft and final risk-based improvement plan; evaluation of structural and operational defects, rehabilitation alternatives, costs, useful life, implementation timing, and phasing; and preparation of construction drawings, technical specifications, bid documents, bid schedules, quantities, and an Engineer’s Opinion of Probable Construction Cost for selected rehabilitation projects. The selected consultant must subcontract Applied Sciences, Inc. for flow-control-related work. Proposals must include the consultant’s understanding and work plan, project team and organizational chart, related project experience and five references, a preliminary schedule, fee estimate, and executed administrative forms. The proposal scope is limited to 40 pages, excluding resumes and administrative forms, and must be submitted as three separate PDF files covering the scope, fee, and administrative forms.
