Description
The California Department of Corrections and Rehabilitation seeks one contractor to implement and operate a secure, contractor-owned offsite facility within the United States for receiving, screening, scanning, digitizing, retaining, routing, and disposing of incoming First-Class Mail addressed to incarcerated persons. The solution must provide at least 300-DPI scanning of envelopes and contents, OCR, configurable classification and routing, contraband and exception workflows, digital delivery to existing Securus NextGen Android tablets and kiosks, print-request support, investigative review, audit logging, reporting, secure hosting, backups, encryption, access controls, and integration with CDCR systems including SOMS/PINS. The contractor must also provide and maintain printers, paper, toner, and onsite maintenance at participating institutions, with at least one full-color and black-and-white printer per institution. The contractor must provide all labor, equipment, software, infrastructure, facilities, training, maintenance, and operational services. Requirements include processing approximately 11,600 monthly mail pieces during the Richard J. Donovan Correctional Facility proof of concept and approximately 465,000 monthly pieces statewide; a three-calendar-day processing and routing target; 90-day physical retention; at least two years of digital retention; 24/7/365 customer support; virtual training; statewide scalability; and transition-out support. Mandatory qualifications include experience implementing the solution for at least three departments of corrections and at least three years of digitizing and delivering incarcerated mail to personally assigned communication tablets. Addendum 1 corrected and replaced the Exhibit A-3 Technical Requirements Matrix, clarified integration, printing, exception handling, training, reference, and pricing requirements, and left the proposal deadline unchanged.
