The Department of Veterans Affairs is soliciting courier services for the Cincinnati VA Medical Center and associated community-based outpatient clinics. The contractor must provide personnel, vehicles, equipment, supplies, supervision, and transportation to perform twice-daily weekday pickups and deliveries of laboratory specimens, specimen containers, pharmacy items, packaged non-sterile instruments, and reusable medical equipment. Services include maintaining pickup and delivery logs, transporting specimens to the VA Pathology and Laboratory Medicine Service, restocking specimen containers, and making approximately four daily eye-clinic reusable-equipment runs. The requirement includes a 12-month base period and four 12-month option periods. The contractor must maintain service during required operating hours, provide a staffing plan, vehicle/fleet plan, route details, contingency plan, quality control plan, proof of insurance, past-performance information, and required signed representations and certifications. The procurement is a total set-aside for certified SDVOSBs, with a 50% limitation on subcontracting for the service portion. Personnel must be at least 18 years old, hold current state-issued driver's licenses, and undergo the required VA background investigation before performance.
