Description
The City of Cincinnati is seeking a municipal advisor to support negotiated and competitive issuances of General Obligation, Economic Development, Water Works Revenue, Parking Revenue, and Stormwater Utility bonds and notes, including refunding obligations when economically feasible. The scope includes debt-policy support, debt-capacity forecasting, refunding and financing-structure analysis, revenue and cash-flow analysis, capital-plan and risk modeling, bond-rating support, official-statement and disclosure assistance, pricing and allocation support, post-sale memoranda, post-issuance compliance, investor relations, and other related services requested by the City. The selected advisor will provide services on an as-requested basis, including special projects with separately developed scopes. The proposed term is five years with two one-year renewal options. Proposals are evaluated on qualifications and experience, Ohio presence, demonstrated cost-reduction results, and fee structure. Required submission materials include a transmittal letter, company overview and experience, regulatory statement of certification, cost proposal, exceptions statement, Attachment 1, Attachment 2, and Attachment 4; Attachment 3 is optional. The solicitation also requires at least three comparable client or project references and three examples of municipal financings.
