Description

The Department of Veterans Affairs requires secure, reliable, and compliant courier services for pickup, transport, and delivery of methadone and other opioid treatment medications from VA-designated pharmacy locations to approved residential treatment facilities, Opioid Treatment Programs, and Mental Health Residential Rehabilitation Treatment Programs. The contractor must provide vehicle-based delivery with uniformed drivers, secure locked and tamper-evident storage, chain-of-custody documentation, identity verification at handoff, delivery notifications, incident reporting, and continuity resources such as backup drivers and vehicles. The work includes daily delivery logs, weekly summary reports, monthly performance dashboards, controlled-substance security and privacy compliance, background-checked personnel, required training, and a quality-control program. The solicitation requests technical capability, experience, and price submissions, including up to five recent and relevant prime contracts, proof of insurance and bonding, three commercial references, a description of experience, vehicle and equipment availability, and a completed and signed VAAR 852.219-75 representation.
