Description
Sonoma County Department of Health Services is soliciting proposals for mental health patients' rights advocate services throughout the county's behavioral health system. The selected provider will protect and promote the rights of individuals receiving behavioral health services by conducting Lanterman-Petris-Short certification review hearings, investigating complaints, notifying patients of their rights, monitoring compliance with state and federal patients' rights requirements, providing education and training, and collaborating with County staff, providers, individuals served, and community partners. The contractor must comply with applicable federal, state, and local laws, including the Sonoma County Living Wage Ordinance. An addendum dated October 13, 2026, has been issued; proposers must review it and all associated documents through the Supplier Portal. Proposals must be submitted electronically through the County's Supplier Portal; hard-copy, faxed, and emailed submissions will not be accepted. One optional virtual pre-bid conference was scheduled, and written questions must be submitted according to the solicitation schedule.
