Description
The City of Los Angeles Harbor Department is seeking qualified consultants to develop and implement a comprehensive federal legislative and government advocacy strategy for the Port of Los Angeles. The scope includes pursuing federal funding and appropriations; advancing legislation, regulations, and administrative actions; securing support from Congress and the Executive Branch; coalition building; strategic messaging and outreach; preparation of briefing materials, talking points, letters, testimony, and legislative analyses; arranging meetings with federal officials and stakeholders; and monitoring emerging issues. Relevant subject areas include trade and tariff policy, surface transportation, shipbuilding and the maritime industrial base, water resources and harbor maintenance, cybersecurity and data sharing, environmental and sustainability policy, workforce development, port security, and goods movement. Proposals must address firm qualifications and references, proposed personnel and staffing, approach and work plan, project management, pricing, resumes, required administrative forms, an insurance verification letter, ethics forms, and acceptance of standard contract provisions. The anticipated contract term is one year with two one-year renewal options.
