Description
The Town of South Kingstown is soliciting proposals for an administrator to oversee billing and collections for its Emergency Medical Services. The scope includes receiving electronic patient care reports, submitting claims to insurers and self-pay patients, maintaining billing and accounts-receivable records, processing payments and adjustments, managing collection-agency accounts, supporting credit-card payments, and transferring collected funds to the Town. The administrator must provide and maintain ESO electronic patient-care-reporting software and the necessary interface with its processing system. The contractor must provide recurring deposit, accounts-receivable, aging, refund, procedure-analysis, statistical, and vendor-performance reports; customer-service support; HIPAA and Medicare compliance; regulatory and fee-schedule consultation; customized reporting; transition planning from the current contractor; and training for Town personnel. Proposals must include the completed Proposal Form with percentage fees for each contract year, administrative and optional fee information, detailed operating and claims-processing procedures, report and form samples, organizational qualifications and references, insurance and compliance information, a proposed transition and training plan, a system plan, answers to the solicitation questions, and a draft contract. The contract is for January 1, 2027, through December 31, 2030, with possible additional one-year extensions.
