Description
Ventura Port District is seeking an experienced attorney or law firm to serve as general counsel and provide comprehensive legal services to the District, its Board of Port Commissioners, General Manager, and staff. The scope includes public-agency governance; California special-district, harbor, and port law; Brown Act, Public Records Act, ethics, and conflicts-of-interest matters; contracts, leases, concessions, permits, licenses, and other real-property transactions; coastal, environmental, and regulatory compliance; claims, litigation, ordinance enforcement, and risk management; legal opinions; training; and coordination of specialized outside counsel. Respondents must demonstrate active membership in good standing with the State Bar of California, at least 10 years of experience advising public agencies, special districts, or harbor/port entities, relevant regulatory and public-sector experience, and the ability to attend regular and special Board meetings in person. Proposals must be submitted electronically as a PDF and include a cover letter, firm qualifications, proposed attorney team and resumes, approach to legal services, understanding of scope, representative work examples, references and conflict disclosures, fee schedule, agreement acknowledgment, and additional information. The resulting professional services agreement will have a term not exceeding three years and requires specified insurance coverage.
