Description

The Air Force Research Laboratory is soliciting technical and cost proposals for the Aircraft Defensive Electro-Optical Protection Technologies program. The effort seeks preemptive or reactive countermeasure solutions in ultraviolet, visible, and infrared bands to protect U.S. and allied aircraft and aircrew in contested environments. Proposed work may include expendable and directed-energy countermeasures, threat hardware and software exploitation, laboratory and open-air testing, digital engineering and modeling, missile and aircraft signature modeling, high-performance computing, and prototype countermeasure hardware development. Offerors must propose to at least one of two technical areas: Hardware & Executable Analysis of Threats (HEAT) or Advanced Countermeasure Engineering (ACE). Deliverables may include technical data, software, hardware, modeling and simulation products, test plans, analyses, and reports. The anticipated contract is generally a cost-plus-fixed-fee completion contract with an 84-month period of performance, and the estimated total call value is $74,633,000. The solicitation requires separate technical/management, statement-of-work, and cost/business proposal components, along with completed representations and certifications. Performance involves controlled unclassified and classified information, export-controlled data, CMMC Level 2 requirements, and TS/SCI and SAP security requirements.
