The Defense Health Agency Contracting Activity plans to issue a Request for Proposal for an on-ramp to the OMNIBUS IV multiple-award, indefinite-delivery, indefinite-quantity contract vehicle covering military medical research and development services. The anticipated solicitation will make multiple new awards and is expected to be set aside for small businesses certified under the Small Business Administration 8(a) Program. The existing OMNIBUS IV vehicle has a $10 billion cumulative ceiling and an ordering period running from June 20, 2022, through June 19, 2032, including the option ordering period. This notice is a pre-solicitation announcement only and is not a request for proposals; the future RFP is anticipated in early November 2026.
