Description
The New Mexico Environment Department is soliciting proposals to establish one or more Statewide Price Agreements for comprehensive applied sciences, engineering, environmental, analytical, research, operational, and emerging technology support services. The resulting vehicle may support project-specific Statements of Work, task orders, or mini-competitions and may include multiple awards, with a contract term not exceeding four years. The scope spans environmental assessment, monitoring, laboratory and analytical services; applied research, technology development, pilot projects, and demonstrations; remediation, hazardous-material management, and emergency response; sustainable systems, resource recovery, and circular-economy services; and cross-cutting project management, regulatory compliance, permitting, quality assurance, training, strategic planning, GIS, technical writing, records management, and litigation support. Offerors must demonstrate relevant organizational experience, technical capabilities, licenses and certifications, insurance capability, three similar recent projects, key personnel qualifications, and three external organizational references. The submission must include separate pass/fail, technical, and cost proposal files, with the technical proposal limited to 25 pages and the cost proposal based on guaranteed percentage discounts.
