Description
The Oregon Health Authority is soliciting proposals from eligible nonprofit organizations, hospitals, safety-net clinics, public health departments, schools, and coalitions for the Oregon Health Plan Outreach and System Navigation Grant Program. Grant recipients will conduct outreach to uninsured and underinsured Oregonians, assist with new and renewal applications through the Oregon ONE Eligibility System, help clients access and understand benefits, reduce barriers to care, schedule medical appointments, connect clients with supportive services, and provide health insurance navigation education. Recipients must be prepared to serve individuals regardless of health coverage eligibility and must maintain appropriate language access, accessibility, consent, privacy, training, certification, and reporting practices. OHA expects to make approximately 40–45 grants, each not exceeding $150,000 for a 24-month period beginning July 1, 2027, and ending June 30, 2029. Proposals must include organizational experience and capacity, staffing and expertise, a client-centered implementation approach with measurable targets, service-area and focus-population information, and a detailed 24-month budget. The technical proposal may not exceed 10 pages and must follow the specified formatting requirements; a budget proposal and narrative are also required.
