Description
The Cecil County Health Department, in collaboration with the Harford County Health Department, seeks a qualified consultant or organization for Phase 1 of a regional perinatal health transformation initiative. The work includes project management and administrative support for the Maternal Care Task Force and its evolution into a regional consortium; a landscape analysis using epidemiological, clinical, administrative, demographic, and geographic data; interviews, focus groups, and listening sessions; a rural environmental scan; and recommendations to improve access to preconception, prenatal, labor and delivery, postpartum, and interconception care. The contractor will also support implementation and evaluation of a pilot using Community Health Workers and/or doulas to help women navigate care and address access barriers. Deliverables include data and landscape-analysis reports, recommendations, stakeholder coordination, implementation planning, and evaluation activities. Phase 2 may be proposed separately but is optional, subject to funding, performance, and written authorization. The technical proposal is limited to 20 pages, excluding the budget and specified submission materials, and must include organizational experience, the Phase 1 approach, implementation plan and timeline, budget and narrative, evaluation plan, Proposal Affidavit, fiscal-integrity documentation, Legal Action Summary, Past State Experience, and applicable MBE documentation.
