Description
The City of Bend is soliciting proposals from qualified law firms to provide condemnation-related legal services supporting the Reed Market Bridge Project, a federally funded Progressive Design-Build project. The scope includes legal advice concerning right-of-way acquisition and pre-condemnation activities, preparation and prosecution of condemnation actions under federal and Oregon law, and all phases of condemnation litigation through trial as needed. The selected firm will serve as special counsel under the direction of the City Attorney’s Office. Proposals must include a letter of transmittal, a completed Statement of Assurances and Certifications, signed federal certifications regarding debarment, delinquent tax liability or felony conviction, and lobbying, a technical proposal addressing project understanding, approach, schedule management, flexibility, team qualifications, relevant experience, and past performance, three similar-project references, and a separate Cost Proposal containing hourly rates, other anticipated costs, and a proposed client agreement. The technical proposal is limited to ten pages, excluding the listed certifications, cost proposal, and covers or dividers. The City’s not-to-exceed budget is $350,000.
