Description
The Metropolitan Area Planning Council is seeking qualified consultants to assist the North Suffolk Public Health Collaborative with the design and piloting of a home visiting program, a landscape analysis of early childhood support groups, regional convening and cross-municipal coordination, and engagement with funders and related early childhood initiatives. The work will support a proposed early childhood hub serving Chelsea, Revere, and Winthrop, Massachusetts. The consultant will primarily design, support, and evaluate the pilot; local public health and shared-services staff are planned to conduct the home visits. The scope includes developing the program model, mission, goals, recruitment and referral approaches, benchmarks, resident and caregiver engagement, capability building, coordination among public health departments, and progress documentation. Subcontractors and partnering teams are permitted, with the prime contractor responsible for their work. The technical proposal is limited to 10 pages, excluding resumes, the signature page, required forms, and reference forms. The contract is anticipated to begin November 1, 2026, run through June 30, 2027, and may be extended through June 30, 2028 subject to funding.
