Description
The Bureau of Land Management’s Buffalo Field Office is seeking a contractor to facilitate tribal inventory services for projects involving one to five federally recognized Tribes. The contractor will coordinate with Tribal Historic Preservation Officers and tribal cultural specialists, arrange travel, lodging, per diem, stipends, fieldwork logistics, and payments, and maintain communication, timekeeping, invoice, and payment records. The initial requirement anticipates two 14-calendar-day field sessions involving two to five tribal cultural specialists, with up to four option years. The contractor must demonstrate experience working with Tribal Governments and Tribal Historic Preservation Officers, including at least five years of relevant experience for proposed key personnel, and familiarity with specified historic-preservation, environmental, repatriation, and Tribal treaty-rights requirements. The submission must include technical and past-performance information, a quality-control plan addressing task performance and protection of personally identifiable information, a completed Standard Form 1449, a bid schedule with pricing for all option years, and required supporting information. Award will be based on best value, with experience working with federally recognized Tribes more important than price.
