Description
The State of Wyoming, through the Department of State Parks and Cultural Resources, is soliciting contractors to provide snowmobile trail grooming and maintenance services in the South Bighorn Mountains, including the Meadowlark Lake, Munkres Pass, Battle Park, Bald Ridge, Tensleep Lakes, Baby Wagon, Canyon Creek, and Web Creek areas. The service area includes approximately 85 miles of trails, with grooming expected approximately four to five nights per week and an estimated 200 to 250 miles of grooming per week, subject to snow conditions, use, funding, and State direction. The contractor must provide all required equipment, including at least one qualifying self-propelled tracked snow-grooming vehicle and one approved multi-blade grooming drag, as well as labor, fuel, maintenance, repairs, insurance, backup plans for equipment or operator failures, weekly work logs, and weekly coordination with State staff. Equipment must meet detailed specifications, including operation at elevations up to 10,000 feet. A minimum of two years of snowmobile trail-grooming experience is required. The contract will primarily be paid on a per-groomed-mile basis, with optional secondary rates for trail dozing, signing, or maintenance. The initial term is one year, with up to four additional one-year extensions by written agreement. The bid requires completion of the provided bid form, detailed equipment and operations information, proof of equipment ownership or a qualifying purchase agreement, and compliance with the stated minimum specifications. The contractor must also attend an annual grooming contractor meeting in Lander, Wyoming, at its own expense.
