CITY OF DELRAY BEACH, FLORIDA NOTICE OF INVITATION TO BID CONSTRUCTION ITBC 2026-043 WATER TREATMENT PLANT 4 LOG, CHEMICAL SYSTEM AND SCADA IMPROVEMENTS DUE DATE AND TIME November 4, 2026 @ 2:00 PM., (LOCAL TIME) The City of Delray Beach (City), through its Utilities Department, is seeking qualified licensed bidders, to provide and install new baffle walls in the East and West Clearwells located at the City of Delray Beach Water Treatment Plant. In addition, chlorine, pH and turbidimeter analyzers shall be furnished and installed. Furnish and installation of chemical bulk storage tanks. Installation of owner provided chemical feed skids. Furnish, installation and programming of instrumentation/ control equipment, SCADA integration and other related work and improvements. The scope of services includes construction/installation while the Clearwell is in operation and keeping all water quality parameters while work is in progress. It shall be assumed that the water level in the Clearwells can fluctuate between any elevation of 4 to 7 feet from the Clearwells floor slab. All materials must be NSF 61 Certified. All work shall be performed while maintaining operations, (clearwell, chemical feed systems, etc.) The awarded Bidder (hereinafter in this Scope of Services referred to as Contractor) shall provide all labor, materials, facilities, equipment, and supplies for the work. Invitation to Bid Construction documents are available beginning Sunday September 20, 2026 on the Purchasing and Procurement Department webpage of the City of Delray Beach website at: https://www.delraybeachfl.gov/government/city-departments/purchasing/current-bids-solicitations. Documents may also be obtained via Bidnet Direct at www.bidnetdirect.com//cityofdelraybeach, by contacting the City Purchasing and procurement Department at thompsonc@mydelraybeach.com or by phone at (561) 243-7163. Bids will be accepted through a secure mailbox at Bidnet Direct until the Deadline for Submission as indicated in this ITBC. The Due Date and Time for submission of submittals is November 4, 2026 @ 2:00 P.M., (LOCAL TIME). Late Proposals will not be accepted. The City will only accept electronic Proposals for this ITBC. The City will hold a Non-Mandatory Pre-Bid Conference & site visit on October 5, 2026, 9:00 AM (LOCAL TIME) at: 434 S Swinton Avenue, SOC Training Room Delray Beach, FL 33444 It is the responsibility of the Bidder to ensure all pages are included in the submission. All Bidders are advised to closely examine the solicitation package. The City of Delray Beach is exempt from Federal and State Taxes for tangible personal property tax. The City of Delray Beach reserves the right to accept or reject any or all Bids, in whole or in part, with or without cause, to waive any irregularities and/or technicalities, and to award the contract on such coverage and terms it deems will best serve the interests of the City. Description
The City of Delray Beach, through its Utilities Department, is soliciting qualified licensed bidders for improvements at its Water Treatment Plant. The work includes furnishing and installing fiberglass-reinforced-polyester baffle walls in the East and West Clearwells; chlorine, pH, and turbidity analyzers; chemical bulk and day tanks; transfer pumps; chemical feed systems; piping, valves, supports, concrete work, and related demolition. The project also includes instrumentation, PLC and remote I/O control panels, fiber-optic Ethernet/IP networking, redundant SCADA servers and network equipment, HMI screens, PLC programming, alarms, trends, secure remote access, text-message notifications, temporary controls, testing, commissioning, operator training, closeout documentation, and site restoration. Work must maintain existing treatment operations and drinking-water quality. Materials in contact with drinking water must meet NSF 61 requirements. The estimated engineer's OPCC is $2,100,000 to $2,700,000. The project is not funded by state or federal programs, grants, or appropriations.
