Description
The City of Overland Park is seeking a qualified consulting firm to develop a comprehensive Active Mobility Plan integrating bicycle, pedestrian, greenway, and broader transportation networks. The work includes evaluating existing conditions, policies, programs, data, and network gaps; conducting community and stakeholder engagement; developing a vision and policy framework; creating future network concepts and context-sensitive design guidelines; and preparing prioritized projects, demonstration programs, implementation strategies, performance targets, and funding recommendations. Required deliverables include a final Active Mobility Plan, updated policy framework, design guidelines, GIS files containing recommended projects and networks, and an implementation and funding strategy. Proposals must describe the firm's approach, community engagement plan, schedule, qualifications, project team, at least three similar lead-consultant work samples completed within the past five years, and relevant resumes. The proposal may not exceed 12 pages, excluding work samples and resumes. The estimated project funding is $725,000, and the project is expected to begin in the first quarter of 2027, subject to contract negotiations.
