Description
The City of Kansas City, Missouri, through its Housing and Community Development Department, is seeking qualified consulting teams to evaluate the City's affordable housing set-aside and payment-in-lieu requirements, potential residential housing impact fees, and potential nonresidential housing linkage fees. The study must distinguish maximum nexus-supported fees from financially feasible and recommended adoption levels, assess effects across representative Kansas City market areas, and provide practical policy, implementation, administration, and geographic-equity recommendations. Required deliverables include draft and final studies with executive summaries, supporting data and calculations, recommended fee schedules and PIL methodologies, revenue estimates, editable financial models and data files, and implementation recommendations. The base scope includes a kickoff meeting, technical working sessions, up to two stakeholder roundtables, draft-report review, and up to three presentations. The City has up to $200,000 available. The anticipated contract start is December 2026 or January 2027, and the selected consultant must propose the project schedule.
