Description
The City of Kansas City, Missouri, City Planning and Development is seeking proposals from qualified teams for a public AI innovation challenge addressing quality control review intake and residential plan review for one- and two-family homes. The City intends to select up to three teams for a 60-day Stage 1 co-design and demonstration challenge, with each selected team receiving a $20,000 stipend. Teams must provide an existing or substantially developed capability, assign forward-deployed technical personnel, configure and test a prototype, support workflow discovery and staff collaboration, and deliver requirements traceability, controlled test results, technical disclosures, human-centered findings, limitations and risk documentation, and a potential Stage 2 pilot plan. AI output must remain advisory, traceable to submitted documents and approved City requirements, and subject to City staff review and decision authority. A potential Stage 2 controlled pilot of up to six months may follow, but is not guaranteed. The scope covers identifying missing or inconsistent submission information, screening residential plan sets for common review issues, organizing findings for staff verification, improving consistency and traceability, and reducing avoidable review cycles. Proposals require an 18-page maximum technical and management narrative, a searchable PDF, a cover page, required City forms and certifications, an AI-use declaration, staffing information, experience and references, a project approach, pricing and cost proposal structure, and supporting disclosures. The solicitation requires at least three comparable solution implementations and three client references completed within the past five years.
