Description
The Mid-America Regional Council Emergency Rescue Committee is soliciting bids for a yearly contract to provide pre-hospital medical supplies to participating emergency medical services agencies, including active members, associate members, and program participants. The scope includes 158 listed medical-supply line items across airway and suction, diagnostic, IV therapy, pharmaceuticals, trauma, patient transport, oxygen resuscitation, gloves, and related categories. Bidders must quote at least 50 percent of the Appendix A, Tab A-1 line items and may offer approved alternate items through Tab A-2. The contractor must provide large-volume member warehousing and an emergency supply cache in the Kansas City area. Standardized supplies may be stored at participating agencies' warehouses, stations, or designated locations without charge until placed on an ambulance, then scanned and invoiced. The emergency cache must support at least 100 patients and maintain frequently used supplies for up to 14 days, with 24-hour access, inventory controls, stock rotation, and continuity procedures. Non-emergency orders generally must be delivered within 24-48 hours, while emergency orders must be delivered within 12 hours unless an accepted exception applies. Bidders must submit pricing, a warehousing plan, an emergency cache and continuity plan, an allocation plan, references, key personnel information, a letter of transmittal, and a current DEA license. The contractor must add a 3 percent administrative fee to invoices, submit quarterly sales reports, and remit the fee to the cooperative.
