Description
The City of Westbrook, Maine, is seeking proposals from developers for the purchase and redevelopment of 11 Mechanic Street, a City-owned parcel in downtown Westbrook. Proposers must submit a conceptual plan for the property's highest and best use. The selected bidder will have the opportunity to purchase the property at its proposed price and must proceed consistently with the approved conceptual plan and agreed modifications. The purchase and sale agreement will be negotiated with the City, subject to City Council approval, and is to be executed by July 23, 2027. Proposals must include all responses, documents, terms, and information related to the developer's proposal, including the acknowledgement form, land value offer, letter of financial capacity, at least three reference projects from the past five years, and a narrative description of the conceptual plan. Supplemental materials include parcel information, location advantages, hazardous-building-material information, an environmental site assessment, downtown parking policy, a scoring sheet, and an addendum. Attendance at the required site walk is a condition of eligibility, and eight full proposal copies must be received by the deadline. Evaluation will consider the conceptual plan, community benefits, past performance, land value offer, and financial capacity.
