CITY OF SOUTH PORTLAND Transportation Impact Fee Study RFP 07-27 Sealed responses to the RFQ for providing services related to a Transportation Impact Fee Study as described herein, must be submitted via email to bids@southportland.gov before 2:00 PM on September 19th, 2026. Late, telephone, facsimile and or unsigned responses to the RFP shall not be accepted. All responses shall be held open to acceptance for sixty days from their opening. Late and/or faxed proposals shall not be accepted. It is the bidder's sole responsibility to ensure that their bid is submitted priorto the date and time specified. Outline of Work: Briefly and without force and effect upon the contract documents, the work of the contract can be summarized as follows: The City of South Portland (the "City") is seeking technical proposals for a Transportation Impact Fee Study. The City's municipal zoning code authorizes the City to impose impact fees, however the transportation fee structure has not yet been established. The Transportation Impact Fee Study will make recommendations on how to implement a consistent and equitable transportation impact fee schedule in South Portland. The intent is to implement a first phase of the Transportation Impact Fee focused on high priority transportation projects that are critical to implement in order to enable and foster growth across the city. A successful proposal for the Transportation Impact Fee Study will showcase how the consultant can provide community growth projection trends, especially in key growth areas of the city, and provide an impact fee structure that can be consistently administered that considers all transportation modes and is compliant with American Disability Act (ADA) standards. The Transportation Impact Fee Study is expected to utilize consistent research and data methods to calculate current and future growth projections, trends for low, medium, and high build-out development scenarios, and takes into account sustainable transportation and development planning practices of the City and region. Respondents must be registered to submit a proposal or their proposals may not be accepted. Respondents must register at https://southportland.gov/Bids.aspx. All proposals shall include the enclosed Proposal forms. All questions should be directed, in writing, to Patrick Fitzgerald, Purchasing Agent, at 25 Cottage Road, South Portland, Maine 04106, e-mail pfitzgerald@southportland.gov and must be received by 12:00 noon on September 10th, 2026. Questions received after this time will not be addressed. Written addenda may be issued when changes, clarifications, or amendments to this document are deemed necessary. Oral explanations or interpretations given before the award of the contract are not binding.

Description
The City of South Portland is seeking technical consulting services for a Transportation Impact Fee Study. The selected consultant will establish growth assumptions, analyze current and future development under low-, medium-, and high-build-out scenarios, prioritize transportation improvements, estimate project costs, and develop at least two equitable and administrable impact fee schedule options compliant with Maine impact fee statutes and local ordinances. The study must consider all transportation modes, sustainable transportation and development practices, ADA standards, alternative compliance options, inflation adjustments, reporting mechanisms, capital investment planning, and comparable communities. The scope also includes developing a proposal for a public or public-private structured parking garage in the Mill Creek area, including recommended size, a pro forma, bond-financing and alternative or blended financing scenarios, and an analysis of whether the investment would generate a net positive fiscal benefit. The consultant will prepare a final study, draft transportation impact fee ordinance language, support public engagement, and participate in at least one City Council public hearing. The project budget is $125,000, work must begin no later than four weeks after contract execution, and completion is required within one year of the contract date.
