Description
The City of South Portland is soliciting proposals from qualified consultants to develop a citywide Bicycle-Pedestrian Master Plan. The plan will establish strategies and recommendations for infrastructure investments that improve safety, accessibility, and connectivity, helping create a more walkable and bikeable environment for residents. The work will build on the City's Complete Streets Technical Design Manual, 2040 Comprehensive Plan, One Climate Future Plan, and existing bicycle-pedestrian studies and improvements. The consultant will develop a roadmap for an interconnected citywide walking and cycling network, including data analysis, GIS mapping, network-gap analysis, prioritized infrastructure projects, cost estimates, implementation timeframes, and a final implementation plan. City staff will lead the inclusive public-engagement process, while the consultant will coordinate with the City, the Bicycle-Pedestrian Committee, stakeholders, and residents and incorporate public feedback. The plan is to be completed over a 24-month grant period that began July 1, 2026.
