Description
The Department of Veterans Affairs is soliciting a contractor to provide 25 Safe Haven residential beds and supportive housing services for homeless Veterans referred through the Central Alabama Veterans Health Care System. The contractor must provide a fully operational facility with continuous on-site supervision, same-day placement capacity, meals, laundry and hygiene facilities, structured therapeutic and vocational activities, case management, counseling, crisis intervention, medication support, discharge planning, records, reporting, and coordination with VA services. The facility must follow a low-barrier model with minimal rules, unrestricted access, no sobriety prerequisite, and no treatment-participation requirement, and must be located within 15 miles of 215 Perry Hill Road, Montgomery, Alabama. The 25 beds must remain continuously available for VA referrals; payment is limited to authorized occupied bed-days, with no minimum guaranteed quantity and a maximum annual quantity of 9,125 bed-days. The scope also includes transportation to VA medical and mental-health appointments, recovery and employment activities, and after-hours hospital admissions. Transportation may be provided by on-call staff, contracted transportation, or another arrangement meeting the required response time. The contractor is responsible for securing and operating the facility, including property costs, furnishings, utilities, food service, laundry equipment, licensing, zoning, fire and occupancy approvals, accessibility, security, repairs, and applicable insurance. The solicitation evaluates technical approach, price, SDVOSB/VOSB status and participation, and past performance. The contract is unrestricted, permits one or multiple qualifying facilities, and contemplates one base year plus four option years.
