Description
The contractor will purchase approved civilian and industry credentialing exams, course materials, exam-preparation materials, and preparation courses or boot camps for eligible enlisted personnel in the Regular Air Force, Space Force, Air Force Reserve, and Air National Guard. The contractor must review applications, recommend approvals, make approved payments within three duty days, maintain receipts and records, support multiple payment methods, and identify cost-saving opportunities. The work also includes weekly invoicing reports, monthly status and grade updates, purchase reconciliation, standard operating procedures, and privacy-compliant handling of personally identifiable information. The requirement includes on-site staffing at the AFCOOL Program Office, with a Purchasing Agent Manager and purchasing agents, contractor-provided computer equipment and internet access, possible travel for roadshows and base visits, and compliance with installation-access, CAC, CUI, Privacy Act, and security-training requirements. The contract is a firm-fixed-price arrangement with a 12-month base period and four 12-month option periods. Proposals are evaluated on technical acceptability, past performance, and total evaluated price, with past performance significantly more important than price.
