Description
Smith County, Texas is soliciting a pre-event contract for as-needed emergency disaster debris removal and hauling services. Work may be activated through task orders following disasters or emergencies and includes removal, disposal, and hauling of FEMA-eligible debris; emergency road clearance; right-of-way and public-property debris removal; hazardous stump, tree, and hanging-limb removal; debris reduction, grinding, and processing; and transportation to designated debris sites. The contractor must provide the necessary crews, labor, equipment, machinery, supervision, and traffic-control measures, and must begin removal and hauling operations within 48 hours after receiving a notice to proceed for an activated event. The planning scenario is approximately 60,000 cubic yards, but quantities are estimates and are not guaranteed. The initial contract term is one year with two automatic one-year renewal terms, and the County's goal is to complete each activated debris-clearing, removal, and disposal process in less than 90 days. Bidders must submit unit prices, demonstrate relevant disaster-response experience, comply with applicable FEMA, federal, state, and local requirements, and provide the required bid forms, certifications, bid bond, and other proposal materials. The engineer's estimate for the current activation event is $2,000,000.
