Description
Smith County is seeking a qualified firm to provide pre-event disaster debris monitoring and management services activated through task orders after an emergency. The contractor will coordinate with and monitor debris removal contractors, provide trained project management and field-monitoring personnel, inspect and document debris collection and disposal, certify trucks and loads, monitor debris management sites, track eligible and ineligible debris, document hazardous trees and environmental issues, and support site development and restoration. The scope also includes data collection and electronic and paper documentation, GIS mapping, daily and interim reporting, final reporting, FEMA Public Assistance and FHWA reimbursement support, invoice review and reconciliation, permit and regulatory coordination, audit support, annual pre-event planning, and assistance with damage assessments. Proposers must provide qualifications, key personnel and resumes, relevant past-performance information, staffing and equipment plans, financial information, operating procedures, references, pricing, insurance documentation, a drug and alcohol testing policy, and required certifications and forms. The initial term is one year with two automatic one-year renewal terms; actual response quantities are unknown and depend on disaster activation events.
