Description
Covered California is seeking licensed California general agents to assist licensed agents with enrollment of individuals into Covered California for Small Business, which serves employers with up to 100 full-time-equivalent employees. Proposers must be established general agencies in the California small-group market, derive most business revenue from group health insurance coverage, and maintain active licenses issued by the California Department of Insurance. Consortium or collaborative proposals are permitted. The scope includes strategies for underserved populations, rural areas, and start-up companies; small-business retention; agent education and certification support; sales and marketing support through digital marketing, direct mail, telemarketing, webinars, and other methods; increasing online applications; supporting supplemental dental and vision products; and recruiting new agencies. Proposals must include administrative forms and attachments, insurance documentation, corporate and operational qualifications, sales statistics and projections, project assumptions, marketing activities, compensation information, and any proposed tracked changes to the model contract exhibits. Compensation will be negotiated and will be based primarily on commissions, with proposed rates capped at 2% for employer groups with 1–50 and 51–100 enrolled employees; a $8 per enrolled employee monthly commission applies to employees enrolling in Kaiser Permanente plans.
