Description
The City of Los Angeles, through Los Angeles World Airports, is seeking qualified investment banking firms to establish an underwriter pool of approximately 12 firms for future Los Angeles International Airport financings. Pool members may serve as senior manager or co-manager on an as-needed basis and will assist with bond marketing and underwriting, financing-plan development, debt structuring, credit and liquidity support, investor and rating-agency analysis, disclosure review, transaction execution, and post-sale reporting. LAWA may also conduct additional requests for proposals for specific transactions and provides no assurance that a pool member will receive an assignment. The pool is intended to remain in effect for up to five years, subject to the CFO's discretion to shorten that period, and LAWA may modify, replace, expand, or terminate the qualified list. Minimum qualifications include net capital of at least $100,000 as of December 31, 2025; at least one full-time supervisory professional holding a FINRA Series 53 license; all licenses and registrations required for underwriting or investment banking services; and compliance with the City's Responsible Banking Ordinance. Proposers must submit administrative requirements, the Minimum Requirements form, and a Written/Technical Proposal addressing firm information, legal and regulatory matters, experience and capabilities, corporate social responsibility, and a plan of finance and credit ratings. Senior-manager proposals are limited to 12 pages for the principal proposal sections, while co-manager-only proposals are limited to 8 pages, subject to stated exclusions and additional section limits.
