Description
The Housing Authority of the City of Atlanta, Georgia ("Atlanta Housing") is seeking Statements of Qualifications from qualified Development Teams/Partners to provide Essential Function Bonds (EFBs). These bonds will support the acquisition, rehabilitation, and/or new construction of affordable and mixed-income housing developments. The selected Development Partner will be responsible for planning, financing, and executing eligible housing projects, including proposing acquisition or new construction using EFBs, preparing a Master Development Plan, ensuring one-for-one replacement of public housing units where applicable, providing site planning and design services, preparing operating budgets and tax credit strategies, incorporating green space and community amenities, and conducting community engagement. The solicitation includes evaluation criteria covering development team experience, financing strategy, project design, financial feasibility, implementation timeline, alignment with Atlanta Housing goals, use of AH resources, fee proposal, and community impact.
