The City of Atlanta Department of Watershed Management is preparing a multi-step sealed-bid procurement for operations and maintenance of approximately four miles of permeable paver streets. The scope includes quarterly regenerative-air-vacuum sweeping, vegetation removal, replacement and resetting of pavers, jointing-material replenishment, drainage inspections and cleaning, repairs to sinkholes, depressions, ruts, stormwater structures, underdrains, liners, check dams, sewer and water infrastructure, and other utility connections as directed. Contractors may also be responsible for lane-closure permits and related traffic control. The initial phase is prequalification, followed by an Invitation for Bids. Vendors must demonstrate at least five years of relevant experience, provide an organizational chart and key-personnel resumes, identify two similar completed or current projects from the past two years, and demonstrate an established safety program with required safety-record information. The draft cost proposal requires unit and lump-sum pricing for sweeping, underdrain cleaning, utility and earthwork activities, paver and concrete work, stormwater structures and piping, erosion controls, and nonchemical invasive-plant control. The package also includes City small-business-opportunity and nondiscrimination submittals, including a stated 30% SBE participation goal.
