Description
The Southern Sandoval County Arroyo Flood Control Authority is requesting qualification-based competitive sealed proposals for design and engineering services for an off-channel detention pond intended to reduce 100-year peak discharge and address capacity constraints in the Harvey Jones Channel near Corrales Road and in Montoyas Arroyo near Unser Boulevard. The scope includes hydrologic and hydraulic analysis; evaluation of up to three design alternatives; preparation of design analysis reports, hydraulic models, GIS files, construction plans, specifications, cost estimates, geotechnical and subsurface utility engineering reports; environmental and cultural-resource compliance; permitting support; and a public meeting. The selected consultant must provide final deliverables by December 1, 2027. The project is federally funded through FEMA's Hazard Mitigation Grant Program and is subject to applicable federal requirements. Construction-phase services are optional and would be negotiated separately if Phase 2 construction funding is awarded. The technical approach should target a construction cost not exceeding $6,000,000. Proposals are limited to 12 numbered pages, excluding specified forms and documentation, and must include the required forms, federal forms, proof of professional liability insurance, technical qualifications, project approach, references, and other scoring-category responses.
