Description
Uintah County is soliciting a fully integrated, vendor-funded inmate technology and communications platform for its jail. The turnkey solution must include correctional-grade inmate telephones; secure wireless tablets with charging and docking infrastructure; video visitation; secure electronic messaging; digital scanning and delivery of non-privileged mail; a bilingual interactive voice response system; and investigative, monitoring, recording, reporting, and voice-biometric capabilities. The platform must integrate with TEAM Solutions and support educational, legal, and rehabilitative applications, dedicated isolated networking, CJIS and ADA compliance, encryption, multifactor authentication, audit logging, data migration, and at least 12 months of data archiving. The selected vendor must furnish, install, configure, test, operate, maintain, train users on, and continuously support the system at zero cost to the County, assuming all lifecycle financial and operational responsibility. Implementation must be completed within 60 days after contract execution, with mandatory weekly onsite maintenance and 24/7/365 support. Proposals must provide a no-cost financial model based on regulated end-user fees and ancillary-service revenue sharing, address the required technical and qualification criteria, and include at least two comparable projects completed within the last three years. The proposal package must follow Attachment 2 and include the listed proposal sections and a completed, signed Vendor Information Form. Addendum No. 1 extends the proposal deadline to October 2, 2026, at 5:00 p.m. and revises the subsequent procurement schedule.
